Create New Account (No Email being sent) / Sign In Forbidden

It’s been a while ago that I deleted my Day One account using my icloud account. I’m trying to create one again with the same account OR continuing via Apple but there’s no email being sent to proceed.
When I trying sign in, it says Sign In Forbidden.Does this mean I cannot use my icloud account anymore forever?

Update, I was able to sign in with the icloud account after forgetting password but I still can’t sign in with Apple.
